I suggest to not allow that planting C4 into vehicles while Cops are close to the Terroriste 
As you see those terroristes who do that annoy Cops a lot

Terrorists can set up on their cars only time bombs which means that this limit is easy to avoid. You can plant a bomb being away of cops and then come closer.

Alright, what about those who plant bombs /blowcar on their cars when they are close to cops for blow up them?
